Neo Queen Serenity still has some power despite, apparently, losing senshi powers when Chibusa is around. Queen Serenity losing her power in favour of just doesnt convince me. But here she's a sailor senshi again, an odd one too. Not to mention King Endymion said Serenity lost her senshi powers when she became the Queen. Think about Sailor Cosmos.who is she anyway? Is she really Usagi from far far future? If so why there was no issues such as Usagi vanishing in second arc after she was too long in 30th century? Heck Sailor Cosmos even kissed Usagi and previously Pluto died to prevent two Crystals from two timelines to touch. I also wonder if Queen Serenity really died. It almost seems like she felt it was over for the Silver Millenium and that her daughter would be happier by living on earth. For example we know Usagi in 20th and 30th century can ressurect people and even terrain with ease (see Black Moon and Infinity final chapters) so why Queen Serenity didnt use that power to resurrect the Moon people and the Moon Kingdom after she defeated Metalia? It seemed so simple even if Serenity was devastated by her daughters death. It's clear that Naoko didn't simply forget about her either, since unlike the original anime, she has made short cameo appearances in flashbacks. Did she simply return to the Galaxy Cauldron as the Stars arc implied? Did she refuse to be reborn or "start a new history of the stars?" After all, the manga's Silver Crystal never kills it user the way it seems to in the original anime. There is no explanation as to what happened to Queen Serenity either since she presumably survived the battle against the Silver Millennium. In the manga, we are told that Queen Serenity sealed away Queen Metalia and that she similarly wished for Princess Serenity and the others to be reborn on Earth, but there is absolutely no real reason why Queen Serenity wasn't reborn either. Of course, if characters like Sailor Pluto can be inexplicably resurrected, it makes little sense why Queen Serenity couldn't, but at least there's more of a potential explanation why in the '90s anime. One could make an argument that she herself never wished to be reborn. By using the Legendary Silver Crystal, Queen Serenity sacrificed her own life, but before dying she makes a wish on the Silver Crystal that her daughter and the rest of the Silver Millennium could be reborn on Earth. Now the reason for her never showing up in the original '90s anime is a bit clearer. Princess Serenity's mother, Queen Serenity. Yet, despite this, one character has never risen from the grave. In fact, when you look at it, every major character in the Sailor Moon has died at least twice in the series. And in the manga, it all culminates with the reveal of the Galaxy Cauldron, which essentially promises that anyone who has a special star seed will be reborn countless times. From the very first arc, when Usagi and the others are revealed to be the reborn Princess Serenity and her court, to characters like Sailor Pluto and Sailor Saturn sacrificing themselves, only to turn up later in the story. One of the biggest recurring motifs of the Sailor Moon franchise is the idea of an endless cycle of reincarnation.
